According to TSA and FAA guidelines, most power tool batteries are allowed in carry-on luggage, but not in checked bags, especially if they exceed 100 watt-hours (Wh). There are exceptions and rules around terminals being taped off, original packaging, and even how many batteries you can bring.
Lithium-ion tool batteries must be stored safely as they can be dangerous under the right circumstances, whether on a plane or in your garage. The reason for that is the thermal runaway, a situation in which the battery starts to heat up on its own and keeps getting hotter, fast.
Here’s how major carriers handle tool batteries: Allows batteries up to 100Wh without pre-approval. Up to two spares between 100–160Wh allowed with notice. Similar to Delta, but requires batteries to be protected against short circuit and explicitly prohibits them in checked luggage.
